사례분석을 통한 런던과 파리의 도시계획 거버넌스 구조 비교

본 연구는 런던의 밀레니엄 돔 프로젝트와 파리의 그랑 파리 프로젝트 사례를 분석하여 두 도시의 도시계획 관련 거버넌스 구조를 비교하는 것을 목적으로 한다. 이를 위해, 영국과프랑스 수도권의 정의, 도시계획 관련 법⋅제도적 환경을 조사⋅비교⋅분석하였다. 사례분석을 통해, 런던의 도시재생과 도시계획 거버넌스 구조에서는 민간 자본이, 파리의 도시계획거버넌스 구조에서는 중앙정부가 중요한 위치를 차지하고 있음을 밝혔다. 런던과 파리의 도시계획 거버넌스 구조는 모두 주민의 참여를 확보하지 못해서, 도시계획이 도시의 지속가능성을 담보하는 데 필수적인 경찰⋅소방⋅의료⋅요양 보육⋅환경위생⋅교육 등 공공서비스 종사자들과 도시의 회복탄력성에 중요한 역할을 하는 소매⋅운수⋅건설업 종사자 등의 도심지역 내 거주 문제 해결 등 시민의 거주적합성(Livability)을 제고하는데 한계가 있음을 보여준다. 이 논문에서 다룬 파리와 런던의 사례는 중앙정부 개입 중심과 자본의 운동 중심의, 공간계획 거버넌스의 전형성을 보여준다는 점에서 의미가 있으나, 대도시권의 도시계획 지배구조에 대한 일반적 문제 제기로 발전하기 위해서는, 더 풍부한 사례분석을 통한 후속 연구가 이어져야 할 것이다.
Abstract
The purpose of this study is to reveal the governance structure of London and Paris through case analysis. This study investigates the legal and institutional environment related to urban planning in the UK and France and examines governance structures entailed in the realization of the Millennium Dome Project in London and the Grand Paris Project in Paris, which are cases that reflect the socio-economic characteristics of London and Paris. The case analysis shows that in a Metropolitan governance structure where residents' participation is not guaranteed, urban planning that relies on the multi-layered hierarchy of local governments and the involvement of the central government, or the movement of capital seeking to maximize profits cannot ensure the sustainability of the city. There are limits to improving the livability of citizens, such as the residential issues of essential public service workers such as police, medical workers, nursing care workers, and environmental sanitation workers, as well as those in the retail, transportation, and construction industries. However, it is difficult to say that analyzing a two-case comparison might provide a sufficient foundation for this study to address governance issues in metropolitan areas. Follow-up research through more abundant cases is needed in the future.
