해양조사 데이터 국제표준 부합화를 위한 법제도 현황분석과 향후 과제 제언

본 논문에서는 국제수로기구(IHO)에서 개발한 S-100 표준을 기반으로 제작한 해양 데이터를 우리 나라에 부합화하기 위한 필요성 확인과 더불어 표준관리 체계에 대한 법제도 현황을 분석하고자 한다. 다양한 해양 데이터의 통합적 관리와 배포를 위한 유연하고 확장성 있는 구조를 제공하기 위하여 우리나라는 S-100 관련 국제활동을 주도해 왔다. 하지만 우리나라 내부적으로는 국가표준화에 대한 필요성을 파악하고 관련 제도적 보완을 타진하는 단계에 있다. 우리나라의 해양 정보 관리 체계를 국제적 수준으로 향상시키고, 해양 산업의 국제 경쟁력을 강화하기 위해서는 한글로 작성된 국제표준을 국가표준으로 마련하여 공급할 수 있도록 해야 한다. 이를 위해서 참고할 우리나라 표준관련 법 항목과 더불어 표준협력개발기관 제도 등을 검토하였다. 국가 기관에서 국제표준을 대표하는 기관은 국가기술표준원이며 기술의 세분화로 각 부처에 표준업무를 일임할 수있다. 공간정보 분야는 국토부로 일임하였으나, 지속적인 표준관리를 위해 LX를 표준협력개발기관으로 지정하여 공간정보분야 표준부합화, 국제표준화활동 지원 등을 수행한다. 이를 벤치마킹 하여 S-100기반의 여러 표준의 국가표준화를 위한 향후 해야 할 항목에 대한 제언을 포함하고 있다.
Abstract
We aim to analyze the legal system situation for verification and management of related standards, as we consider marine variables produced based on the S-100 standard developed by the International Hydrographic Organization (IHO) to be important. In order to provide a flexible and scalable structure for integrated management and distribution of various marine data, Korea has led international activities related to S-100. However, within our country, we are in the stage of identifying the need for national standardization and exploring related institutional supplements. In order to improve Korea's maritime information management system to an international level and strengthen the international competitiveness of the maritime industry, international standards written in Korean must be prepared and supplied as national standards. For this purpose, we reviewed Korea's standards-related laws as well as the standards cooperation and development organization system for reference. The agency representing international standards among national organizations is the Korea Agency for Technology and Standards, and by subdividing technology, standards work can be delegated to each ministry. The spatial information field was entrusted to the Ministry of Land, Infrastructure and Transport, but for continuous standard management, LX was designated as a standard cooperation development organization to carry out standards harmonization in the spatial information field and to support for international standardization activities. It includes suggestions on future items to be done for national standardization of various standards based on S-100 by benchmarking LX.
