특허와 기술창업 간 관계 분석
The Relationship between Patent Activity and Technology-based Startup

우리 경제의 잠재성장률이 하락할 것으로 전망됨에 따라, 혁신활동 장려와 신생기업의 시장진입 촉진 등 성장 동력 확보를 위한 다양한 노력이 요구되고 있다. 이 중, 기술경쟁력을 통해 미래 경제성장을 이끄는 기술창업의 중요성이 부각되고 있다. 한편 일정 요건을 갖춘 발명 등에 법적 권리를 부여하는 특허제도는 새로운 혁신 주체들의 시장 진입을 돕고 시장경쟁을 촉진하는 것을 목적으로 한다. 본 연구에서는 특허 활동을 통해 새로운 주체들의 혁신 현황을 살펴보고, 혁신 활동이 이들의 시장진입으로 연결되는지 확인해보고자 하였다. 최근 10년 간 특허 등의 출원을 살펴본 결과, 그 해에 최초로 출원한 ‘신규 출원인’의 활동이 평균 약 20%를 차지해 온 것으로 나타나, 신규 주체들의 혁신이 꾸준히 이루어져 온 것으로 파악되었다. 특허출원이 기술창업으로 이어지는지 확인하기 위해 2016년부터 2023년까지 분기별 데이터셋을 구축하고, 벡터자기회귀 모형(Vector autoregression) 및 인과관계 검정(Granger causality test)을 실시하였다. VAR 분석 결과 1분기 전부터 3분기 전의 특허출원과 기술창업 사이에 양의 관계를 보였고, Granger causality test 결과, 특허출원이 기술창업을 유인하는 것으로 나타나, 특허가 신규 혁신주체의 시장진입을 돕는 역할을 하는 것으로 확인되었다. 더불어 기술창업 또한 이후의 특허출원을 견인하는 상호 인과관계를 보였다. 특허와 기술창업의 상호작용을 통해 새로운 성장 동력이 확보되기를 기대한다.
Abstract
As the potential growth rate of our economy is expected to decline, efforts to secure growth drivers, such as encouraging innovative activities by various entities and facilitating market entry of new businesses, are required. Among these, the importance of technology-based startups, which drive future economic growth through technology competitiveness, is becoming increasingly prominent. The patent system, which grants legal rights to inventions, plays a crucial role in helping new innovators enter the market and stimulating market competition. This study aims to examine the innovation activities of new entities through their patent filings and determine whether these activities lead to market entry. A review of patent filing activities over the past 10 years revealed that new applicants-those who filed their first patent in a given year-accounted for approximately 20% of annual patent applications. To investigate whether patent applications lead to technology-based startups, a quarterly dataset from 2016 to 2023 was constructed, and a Vector Autoregression (VAR) model and Granger causality analysis were conducted. The VAR analysis showed a positive relationship between patent applications and technology-based startups from the first quarter to the third quarter, and the Granger causality analysis revealed that patent filings induce technology-based startups. This confirms that patents play a role in assisting new innovators' market entry. Additionally, technology-based startups also show a reciprocal causality, driving further patent filings in the future.
