Analysis on the Employment Change in Korean Fisheries Industry: Using Structural Decomposition Analysis

Purpose - The purpose of this study was to decompose driving factors of changes in Korean fisheries industry's employment between 2015 and 2020. Design/methodology/approach - This study built fisheries-based input-output tables using 2015-2020 national input-output tables from the Bank of Korea. This study applied structural decomposition analysis (SDA) techniques for empirical analysis. Findings - First, the main factors for the decrease in employment in the Korean fisheries industry was changes in the technological structure, while changes in the employment coefficient and changes in final demand contributed to the increase in employment in the fisheries industry. Second, increased consumption in the service industry was a major factor in increasing employment in the capture fisheries, aquaculture, and fishery product processing industries. Third, increased exports in the fisheries industry were a key driver of increased employment in all three sub-sectors of the fisheries industry. Lastly, the direct job creation effect of one unit change in final demand was highest in the capture fisheries, followed by the aquaculture and the fishery product processing. Research implications or Originality - This study decomposed employment changes in the fisheries industry into employment coefficient changes, technological structure changes, and final demand changes using fisheries-based input-output tables. In addition, final demand changes were further decomposed into consumption changes, investment changes, and export changes. Based on this approach, useful policy implications for creating employment in the fisheries industry were suggested.
