[연구목적] 그 동안 우리 정부는 거시경제의 불확실성이 높아 기업의 투자부진이 예상될 때 투자세액공제 확대를 통하여 대응하여 왔다. 본 연구는 정부의 이러한 정책대응이 적절하였는지 검증하는 것을 목적으로 한다. [연구방법] 2001년부터 2022년까지 상장기업 재무자료를 이용하여 회귀분석을 실시한 결과, 거시경제의 불확실성과 기업투자는 유의한 음(－)의 관계를 나타냈다. 그러나 투자세액공제가 확대되더라도 거시경제의 불확실성과 기업투자 간 음의 관계가약하여진다는 결과는 발견하지 못하였다. [연구결과] 이러한 실증결과는 거시경제의 불확실성으로 인한 기업의 투자부진 문제를 투자세액공제 확대로 해결하는 데 한계가 있음을 의미한다. 한편 중소기업은 거시경제의 불확실성이 높을 때 투자를 줄이지만 중견기업과 대기업은 거시경제의 불확실성이 투자의사결정에 중요한 고려요인이 아니었다. [연구의 시사점] 본 연구는 거시경제의 불확실성이 높아지는 상황에서 감세정책이기업의 투자의욕을 높이는데 실질적인 효과가 있는지를 실증적으로 살펴보았다는 점에서 의의가 있다
Abstract
[Purpose] This study investigates whether the expansion of investment tax credits affects corporate investment decisions when macroeconomic uncertainty is high. The government often responds to sluggish investment due to economic uncertainty with investment tax credits. However, research on whether this government response was appropriate is rare. [Methodology] To fill this gap, we used a sample of non－financial listed companies from 2001 to 2022 and conduct a regression analysis to examine whether the expansion of the investment tax credit affects the relationship between macroeconomic uncertainty and corporate investment. [Findings] We found that when macroeconomic uncertainty is high, companies reduce investment in business facilities, and that expansion of investment tax credits does not have a significant effect on the negative relationship between macroeconomic uncertainty and investment in business facilities. [Implications] It means that contrary to general expectations, the expansion of investment tax credits is not working as an effective policy tool in resolving the problem of corporate investment slump due to uncertainty.
