사회적취약계층의 행정 및 법률서비스 접근성 제고를 위한 민관협력 체계 연구 - 해인사회적협동조합의 사례를 중심으로 -

In the past, support for the socially vulnerable was focused on social enterprises that created jobs. However, since the Yoon Seok-yeol administration came to power, direct government support for social enterprises has decreased, and the sustainability of job-providing social enterprises that are supported by the government is being questioned. Accordingly, the need for policies to foster social enterprises that provide various social services, starting with fundamental considerations on support methods for social enterprises and their legal status, is being raised. In particular, consideration is needed on the system of public-private cooperation to provide various social services. The social services provided by Haein Social Cooperative, the subject of this study, are professional consulting options that the government cannot provide based on public-private agreements to improve the accessibility of administrative services for the socially vulnerable. In reality, it is difficult for the socially vulnerable to smoothly access various administrative-related civil complaints and various social welfare services provided by law in modern society. Based on the awareness of this problem, Haein Social Cooperative is acting as a bridge between the government and citizens to ensure that socially vulnerable groups are not excluded from administrative and legal services. In order for social services to become more diverse and gain more social participation, through public-private cooperation like Haein Social Cooperative, research on support policies and cooperation systems for social service-providing social enterprises should be conducted more specifically in the future.
