취약계층의 주거권 보장을 위한 지방자치단체의 역할과 책임: 스웨덴 사례를 중심으로

Sweden’s housing support for vulnerable groups is enshrined in its constitution. Chapter 2 of the Government Organization Act specifies that the government is responsible for providing social security and social services, including housing. Additionally, Sweden ratified the Revised European Social Charter on May 29, 1998, accepting 83 out of its 98 paragraphs, including Article 31 on the right to housing. The government officially states that everyone in Sweden has the right to housing. A specific program for vulnerable groups is social housing. Social housing is a rental housing model supported by taxes for low-income individuals, including the poor, people with disabilities, and the elderly. Most of the housing is managed by municipal housing companies. The primary responsibility lies with Sweden’s municipalities. Sweden’s housing, social services, land law, and local government laws clearly state that ensuring citizens’ right to housing is a key responsibility of local authorities. In particular, the Social Services Act mandates that municipalities provide and support appropriate housing for social groups, including homeless individuals, low-income families, people with disabilities, and the elderly. This is aimed at helping secure a stable housing environment. Through the Swedish example, Korea should consider the proactive role of local municipalities in supporting vulnerable groups.
