한국의 난민정책: 「난민법」 제정 전과 후를 중심으로

In order to explain the changed refugee policy through comparison between before and after the enactment of the 「Refugee Act」, the differences in refugee recognition procedures and treatment of refugees were analyzed, focusing on the 「Immigration Control Act」 and the 「Refugee Act」. The enactment of the 「Refugee Act」 improved the status of refugee applicants in the refugee screening process and caused changes in the treatment and status of refugees, as well as policy and practical changes in the refugee application process and screening process. The biggest feature is that, unlike the 「Immigration Control Act」, it specifically stipulates the treatment of refugees. In addition, the Refugee Committee, an independent organization, was formed to secure objectivity, fairness, and expertise in the screening by establishing an independent body in relation to re-examinations conducted by the same existing institution based on the same data. The establishment of a refugee support center enabled the provision of public housing facilities for refugees and medical benefits to refugee applicants in medical blind spots. Therefore, the 「Refugee Act」 sought to improve the status and treatment of refugees by securing government budgets for actual policy implementation, reorganizing related organizations, and deploying experts.
