이용자 기반의 공공 체육시설 ESG 경영평가 척도 개발 및 타당화

This study was conducted to develop an ESG management evaluation scale for public sports facilities based on users and verify its validity. Through a literature review, 45 items were initially developed, 15 items for each factor, and 30 items, 10 items for each factor, were confirmed through content validity. After a survey of 480 users of public sports facilities in Gyeongsangnam-do, exploratory factor analysis and confirmatory factor analysis were conducted using SPSS WIN 25.0 and Amos 22.0 programs to verify the validity of the measurement tool. As a result of the study, the ESG evaluation scale for public sports facilities consists of a total of 30 items in three factors: environmental management, social responsibility management, and transparent management, and the validity of the scale was significantly secured. The environmental management scale includes the investment in environmental protection of public sports facilities, policy formulation and implementation of specific environmental protection programs, and evaluation of overall environmental management efforts. The social responsibility management scale includes the provision of public-oriented sports services, implementation of public sports policies for local residents, promotion of local resident welfare and consideration of the underprivileged, implementation of safety policies and public pricing policies. The transparent management scale includes fairness and transparency in budget planning and execution, ethical operation, disclosure of important policies, reflection of local residents' opinions, and communication. If public sports facilities establish and implement specific ESG management practice items based on the user-based evaluation scale presented in this study, it will serve as the foundation for sustainable management, and it is expected that this will be expanded into research on ESG management of various public sports facilities in the future.
