공공기관 계량평가 측정 및 평가상의 문제점과 개선방안; 재무성과 관리 지표를 중심으로

This study addresses the key issues from the 2022 evaluation, during which the quantitative evaluation indicators for public institutions were significantly revised. In particular, we examined the financial management indicators, which were central to the revised 2022 quantitative evaluation, with a focus on the sub-items related to business expenditure execution rate, general administrative expense management, and efficiency management. Based on this analysis, we proposed improvement measures and policy recommendations for future public sector quantitative evaluations. Specifically, we presented short-term improvement measures targeting issues related to the business expenditure execution rate, general administrative expense management, and efficiency management. Additionally, we offered long-term policy recommendations, including the development of indicators that reflect institutional characteristics, address climate change issues, and improve the measurement of expenditure efficiency. Furthermore, we highlighted the need to create climate change-related indicators, recognizing that this will remain a significant social issue.
