사이버 범죄 예방 및 진압을 위한 실시간 온라인 순찰 로봇의 개발과 법적 검토

The recent surge in novel cybercrimes, including posts threatening major figures or forewarning abnormally motivated crimes, highlights the limitations of the current post-incident investigative approach by police. These challenges underscore the necessity for real-time prevention and response. This study explores the development of online patrol robots as a solution and proposes a system for cyber monitoring and crime prevention. The proposed model integrates web crawling and natural language processing (NLP) technologies to collect and analyze real-time data, detect dangerous content, and issue warnings. Key technological components include crawler programs and database structures, which classify collected data into Safe and Danger categories for efficient management. The study demonstrates the model's capability to process large volumes of data in real-time with minimal cost and resources, proving its effectiveness in crime detection and prevention. However, legal challenges remain, such as issues related to data collection and usage under the Personal Information Protection Act and the Act on Promotion of Information and Communications Network Utilization and Information Protection, traffic burdens on service providers, and the lack of clear legal definitions for public access in cyberspace. This study emphasizes the potential of AI technology in enhancing cybercrime prevention and response while advocating for improvements in related legal frameworks and policies. Future research should focus on technological advancement and the establishment of clear legal standards to support practical implementation.
