기업의 혁신역량에 따른 디지털 전환 대응: 정부지원의 조절효과를 중심으로

디지털 전환은 기업경영 뿐만 아니라 우리 사회의 다양한 영역에 큰 영향을 미치고 있다. 이론적으로 보면 혁신역량이 높은 기업은 기업 내부의 자원을 재조합하고 신제품을 출시하는 등의 혁신을 창출하여서 외부 환경변화에 대응한다. 하지만 디지털 전환과 같이 기존의 사업모델이나 개념을 와해시키는 수준의 환경 변화에서 기존의 혁신역량이 유효할 것인지에 대해서 다룬 연구는 많지 않으며, 특히 정량적인 지표를 활용하여 측정한 경우는 많지 않다. 본 연구는 혁신역량이 높은 기업이 디지털 전환에 수월하게 대응할 수 있는지, 그 과정에서 정부지원제도의 역할은 무엇인지에 대해 다량의 표본을 활용하여 정량적으로 검증한 점에서 선행연구와 차별성을 갖는다. 본 연구에서는 혁신역량이 높은 기업에서 외부환경에 대응하는 과정을 설명하기 위해 동적 역량(dynamic capabilities) 이론을 활용하였다. 혁신역량이 높은 기업은 위기 감지→기회 포착→재구성·전환 과정을 통해 디지털 전환에 대응하며, 정부지원제도는 기업이 가진 역량을 재구성하는 과정에서 영향을 줄 수 있다. 따라서 혁신역량이 높은 기업은 디지털 전환 대응수준이 높을 것이며, 정부지원제도는 혁신역량과 디지털 전환 대응수준 간의 관계를 조절할 것이라는 가설을 도출하였다.「2022년 한국기업혁신조사(KIS 2022)」에서 2,261개 제조업 기업의 응답결과를 활용하여 분석한 결과, 기업은 혁신역량이 높을수록 디지털 전환에 수월하게 대응하고 있었다. 또한 정부지원제도 중 금융지원과 구매지원은 디지털 전환 대응에 유용하였지만 자금지원과 기술지원은 그렇지 않았다. 본 연구는 디지털 전환이라는 거대한 외부 환경변화에서 혁신역량의 중요성을 정량적으로 파악하였다는 점에서 의미가 있으며, 디지털 전환 대응 과정에서 활용할 수 있는 정부지원제도의 효과를 유형별로 검증하여 제도의 특성에 따라 효과성에 차이가 있다는 점을 강조하였다.
Abstract
Digital transformation is having a massive impact on various sectors of society. Theoretically, firms with high innovation capabilities respond to external environmental changes by generating innovations through reconfiguring internal resources and launching new products. However, there is limited research examining whether existing innovation capabilities remain effective when confronting disruptive environmental changes, such as digital transformation that fundamentally reshapes established business models. Furthermore, few studies have employed quantitative methods to measure this relationship. This study extends prior research by quantitatively validating, using a large sample, whether firms with high innovation capabilities can effectively respond to digital transformation and how it is moderated by government support. This study employs dynamic capabilities theory to explain how firms with high innovation capabilities respond to external environmental changes through a process of sensing → seizing → reconfiguring and transforming. Also government support can influence the reconfiguration of firm capabilities. We hypothesized that firms with high innovation capabilities would demonstrate higher response level of digital transformation, and that government support would moderate the relationship. Analysis of responses from 2,261 manufacturing firms in the 'Korea Innovation Survey 2022' revealed that firms with higher innovation capabilities more effectively responded to digital transformation. Among government support, financial assistance and market access support proved beneficial, whereas funding support and technical assistance demonstrated adverse effects. This study highlights the importance of innovation capabilities in responding to disruptive environmental changes and emphasizes that the effectiveness of government support varies by type.
