가상자산 관련 제도정비에 대한 투자자의 반응: 국내 원화마켓 거래를 중심으로

초록
본 연구는 “가상자산 이용자 보호 등에 관한 법률안(이하, 가상자산법)” 제정 및 “가상자산 관련 회계처리 감독지침(이하, 회계지침)” 발표에 대한 국내 가상자산 투자자들의 반응을 살펴본다. 가상자산법은 가상자산 투자자들의 재산권 보호가 그 목적이며, 회계지침은 가상자산 관련 정보 의 투명성과 신뢰성 제공에 그 목적이 있다. 국내 4대 가상자산 거래소(업비트, 빗썸, 코인원, 코빗)에서 거래되는 가상자산을 대상으로, 가상자산법 국회 본회의 통과일(2023년 6월 30일)과, 회계지침 최초 발표 일자(2023년 7월 11일)를 둘러싼 기간의 누적초과수익률(CAR)를 살펴본 결과, 두 event 모두에 대해서 양(+)의 누적초과수익률을 발견할 수 있었으며, 가상자산법에 대한 누적초과수익률이 더 높음을 확인할 수 있었다. 추가적으 로, 두 제도 정비 이외에 가상자산 수익률에 영향을 미칠 수 있는 요소들을 통제하는 회귀분석에서도, 두 제도 정비에 대한 투자자들의 긍정적 반응을 확인할 수 있었다. 본 연구는 가상자산 제도정비에 대한 국내 가상자산 시장참여자들의 반응을 실증분석한 최초의 연구로서, 이러한 제도들의 효과 에 대한 증거를 제시한다는 점에서 의의가 있다.
Abstract
This study examines the reaction of investors in the Korean virtual asset market to the enactment of the “Act on the Protection of Virtual Asset Users (hereinafter, the Virtual Asset Act)” and the announcement of the “Supervisory Guidelines on Accounting Treatment of Virtual Assets (hereinafter, the Accounting Guidelines).” The Virtual Asset Act aims to protect the property rights of virtual asset investors, while the Accounting Guidelines aim to improve transparency and reliability in virtual asset-related information. Using virtual assets traded on the four major exchanges in Korea, this study examines the cumulative abnormal returns (CAR) surrounding two event dates (i.e., the date of the National Assembly’s passage of the Virtual Asset Act and the initial announcement date of the Accounting Guidelines) and finds positive CAR for both events, with a higher CAR for the Virtual Asset Act than for the Accounting Guidelines. Additionally, in the regression analysis controlling for factors that may affect returns of virtual assets other than the two events, this study finds evidence of a positive investor response to both events. This paper contributes to literature by providing the first empirical evidence of virtual-asset investors’ reaction in the Korean market to related policies.
