The rapid expansion of digital technologies has propelled personal information into a central role in value creation, driving innovation and operational efficiency in both public and private sectors. However, this increased reliance on data has brought significant challenges, including unauthorized disclosures, privacy violations, and disputes over data misuse. These issues are particularly complex in the digital age, where data breaches can rapidly escalate into widespread harm. The Personal Information Dispute Mediation System provides an effective mechanism to resolve such disputes, offering a more expedient and accessible alternative to litigation. In this context, the Personal Information Dispute Mediation System has gained attention as a practical alternative to litigation. By examining key mediation cases from 2019 through 2023, this study explores shifting dispute patterns, legal violations, compensation decisions, and the new challenges introduced by evolving technologies. By highlighting both the growing significance of balancing legitimate data use with the protection of data subjects’ rights and the necessity of ongoing adaptation in legislative and institutional frameworks, this research argues for strengthening the procedural effectiveness of the mediation process. The ultimate aim is to foster a digital society where innovation thrives alongside robust safeguards for personal information.
