지역과 산업의 맞춤, 지역고용정책의 시너지 혹은 고착화?: 제조업 대 서비스업 발달의 경로의존성과 정책 피드백 효과

The paper reveals the mutually reinforcing mechanism between the regional industrial developments and a regional employment policy. The regional employment policy reflects the industrial structure of the regions by linking it to the region’s specialized industries, but it also plays a role in reproducing and maintaining the existing industrial structure in the regions. Drawing on Pierson’s (1993) concept of policy feedback, this study explains how the given industrial path in a region is reinforced by policy. It is hypothesized that, since the manufacturing-centered economic development strategy initiated by the government in the industrialization era, the difference between manufacturing-centered regions and those that are not still persist in a form of manufacturing vs. service sector divide even in the current stage of post-industrialization. The analysis was conducted on 17 regions at two points in time, 2006 and 2023, using location Gini coefficients and location quotients. The results showed a clear distinction between manufacturing-centered and service-centered regions This divide between manufacturing-centered and services-centered regions can lead to the entrenchment of regional industries, delaying the region’s appropriate response to changes in the external environment and newly emerging socioeconomic crises.
