‘눔프(Not Out of My Pocket) 현상’에 대한 세 가지 접근: 소득 수준과 복지태도의 유형을 중심으로

본 연구는 복지태도의 유형화를 통해 소득 수준과 ‘눔프(NOOMP: Not Out of My Pocket) 현상’의 관계를 밝히는 것을 목적으로 한다. 이를 위해 복지 필요성 인식과 복지 증세 시 본인 비용 부담 의사를 교차분석 하였으며, 복지태도는 1) 복지거부형, 2) 눔프(비용회피형), 3) 비용수용형, 4) 적극수용형으로 유형화하였다. 또한, 재정패널조사의 2016년 9차 조사부터 2022년 15차 조사까지 데이터를 활용하여 다항 로지스틱 분석을 수행하고 그 결과를 한계효과 그림과 함께 제시하였다. 주요 분석 결과는 다음과 같다. 첫째, 소득수준이 증가할수록 눔프 유형에 속할 확률이 감소하였다. 둘째, 소득 수준이 높아질수록 복지 증세를 위한 비용 부담 의향이 증가하는 경향을 보였다. 셋째, 복지 필요성에 대한 인식이 구체화되는 방식에 따라 소득 증가가 적극수용(유형 4)에 속할 확률에 미치는 영향이 다르게 나타났다. 특히, 복지의 규범적 필요성과 당위성을 강조할 경우, 소득 수준이 높아질수록 복지와 비용에 대해 보다 수용적인 경향이 나타났다. 본 연구는 눔프 현상의 명확한 개념화와 측정을 통해 복지태도의 이중성 및 비일관성을 해소할 수 있는 이론적, 정책적 함의를 제공한다.
Abstract
This study examines the relationship between income levels and the ‘Not Out of My Pocket (NOOMP)’ phenomenon through the classification of welfare attitudes. By cross-analyzing perceptions of welfare necessity and willingness to bear personal costs for welfare-related tax increases, welfare attitudes were categorized into four types: (1) Welfare Rejection, (2) NOOMP (Cost Avoidant), (3) Cost Supportive, and (4) Fully Supportive. For empirical analysis, a multinomial logistic regression analyzes panel data from the Fiscal Panel Survey spanning the 9th wave (2016) to the 15th wave (2022). The results reveal three key findings. First, rising income levels reduce the likelihood of belonging to the NOOMP type. Second, higher-income individuals show greater willingness to bear costs for welfare-related tax increases. Third, shifts in welfare attitudes with increasing income levels depend on the framing of welfare necessity. Emphasizing normative perspectives strengthens support for welfare and its associated costs, particularly among higher-income groups. By offering a clearer conceptualization and measurement of the NOOMP phenomenon, this study advances theoretical discussions and informs policy approaches to address the duality and inconsistency of welfare attitudes.
