초록
환경(Environment), 사회(Society), 지배구조(Governance)의 조합적이고도 종합적인 의미를 담고 있는 ESG는 우 리가 살고 있는 지구 환경보존의 중요성을 인지하고 사회의 지속가능한발전에 이바지하며 투명한 조직 거버넌스를 추구 하려는 사회관리 및 공공관리의 필요성을 강조하고 있다. 우리가 살고 있는 인류공동체 삶에 대한 파괴, 불확실성, 불신 등의 문제 심각성이 얼마나 크기에 이제는 특정 사회 또는 특정 국가도 아닌 글로벌 대응 차원에서 그리고 미래지향의 지속가능한 대응 차원에서도 더 이상 간과해서는 안 된다는 막다른 지경에 이르렀음을 깨달은 것이다. 이러한 맥락에서 이 연구는 사회적 가치지향 환경의 변화, ESG 연계 사회적 가치 및 대응 시각, 공공부문 ESG 구현 방안, 그리고 공공 부문 ESG 가치 내실화 방안 등에 대하여 관련 이론과 더불어 선행연구에 대한 면밀한 고찰과 분석 결과를 바탕으로 재정립하고자 한다. 덧붙여서 ESG 관련 공공부문의 새로운 조직관리 리더십 방향성을 모색함이 이 연구가 갖는 또 다른 시각에서의 연구적 가치가 있을 것으로 생각된다.
Abstract
ESG, which contains the combined and comprehensive meaning of Environment, Society, and Governance, emphasizes the necessity of social management and public management that recognizes the importance of preserving the environment of the Earth we live in, contributes to the sustainable development of society and pursues transparent organizational governance. We have realized that the seriousness of the problems of destruction, uncertainty, and distrust in the life of the human community we live in has reached a dead end where we can no longer overlook them in terms of global response, not just in a specific society or a specific country and in terms of future-oriented sustainable response. In this context, this study aims to reestablish the changes in the social value-oriented environment, ESG-linked social value and response perspectives, ESG implementation plans in the public sector and plans to substantiate ESG values in the public sector based on a close examination and analysis of previous studies along with related theories. In addition, it is thought that seeking a new organizational management leadership direction in the public sector related to ESG will have research value from another perspective of this study.
