정책변동의 성패요인에 대한 탐색적 연구:근로시간제도 사례를 중심으로

The labor policies aimed at workers' time sovereignty through work-hour systems are inherently dynamic, adapting to social and economic changes. This study focuses on the changes in work-hour systems, analyzing the factors that influenced the successes and failures. Specifically, it examines the processes of policy changes under the Moon Jae-in administration and the Yoon Suk-yeol administration, comparing the differences between the two governments through the lens of the Punctuated Equilibrium Theory (PET) and the "What’s the Problem Represented to Be?" (WPR) approach. The analysis yielded the following insights into the determinants of success and failure. First, even if a policy image is formed to facilitate change, successful policy transformation requires sufficient representation and advocacy through the problematization process. Second, policies can only be implemented when the executive branch demonstrates a clear commitment, accompanied by consistent positions from the legislature and other government institutions. In contrast, an unfavorable policy environment significantly increases the likelihood of policy failure. This study provides a detailed understanding of how policy actors can adopt effective strategies to enhance the likelihood of success in policy transformations.
