예방적 부패방지 정책의 효과성

This study analyzes the effectiveness of preventive anti-corruption strategies on the integrity of public organizations. With various anti-corruption policies being implemented by the government, this research focuses on the institutionalization of codes of conduct, and the implementation of integrity ombudsman systems. The study covers 118 public organizations over the period from 2016 to 2021. The dependent variables are the internal and external integrity scores of public organizations, while the independent variables include the frequency of revisions to codes of conduct, the integrity education participation rate, and the frequency of integrity ombudsman operations. The results indicate that the institutionalization of codes of conduct has a positive effect on external integrity, but their impact on internal integrity is not statistically significant. This outcome suggests that external stakeholders perceive the effects of anti-corruption policies more directly. Meanwhile, the integrity ombudsman system was found to have no significant effect on either internal or external integrity. This study empirically examines the effects of preventive anti-corruption strategies on public sector integrity, offering policy implications for enhancing their effectiveness. To improve internal integrity, there is a need to refine the delivery methods and content of integrity education, while systematic management is required to enhance the effectiveness of the integrity ombudsman system.
