우리나라 경제안보 관련 주요 핵심 법률에 관한 연구 - 「산업기술보호법」 · 「국가첨단전략산업법」 · 「국가전략기술육성특별법」을 중심으로 -*

With the launch of the Trump administration in 2016, competition for technological hegemony related to advanced science and technology such as semiconductors, 5G, secondary batteries, and displays has become a major foreign policy stance in major countries around the world as well as the U.S. and China. Taking advantage of this, Korea is also in the same line, with a lot of attention and efforts being made to foster science and technology and secure high-tech technology. Securing national competitiveness and maintaining sustainability through technology protection have become very important factors in a new economic security environment that is changing around high-tech technology. The Industrial Technology Protection Act, the National Advanced Strategic Industries Act, and the National Strategic Technology Promotion Special Act are key laws directly related to Korea’s economic security and national security. In addition, ‘national core technologies’, ‘national advanced strategic technologies’, and ‘national strategic technologies’ linked to these core laws are essential technologies to secure technological leadership from an integrated perspective of economy, security, and diplomacy in the era of technological hegemony. Therefore, the purpose of this study is to explore the background of the enactment of major key laws, to find continuous growth strategies for systematic fostering and supporting ‘national core technologies’, ‘national advanced strategic technologies’, and ‘national strategic technologies’, and to explore the possibility of development. In addition, it is expected that Korea will leap forward as a ‘超 leading country’ in the field of advanced science and technology in the near future.
