음성데이터 활용 보이스피싱 대응 연구: AI 탐지기술과 법·제도적 요건 적용을 중심으로

Phishing crimes seriously threaten the national economy and public safety, requiring urgent countermeasures. This study explores the possibilities and limitations of using voice data to respond to such crimes, focusing on the development of AI detection technology and establishment of public safety policies. Voice data, as critical evidence, can be efficiently analyzed through AI technology to enhance crime prevention and investigation capabilities. This study reviews the current status of phishing response, and identifies technical procedures and legal requirements for using voice data. Specifically, it confirms the importance of complying with the Personal Information Protection Act and the Protection of Communications Secrets Act. Finally, based on the research findings, this study proposes public safety policies for responding to phishing crimes using voice data. It suggests developing voice data utilization technology by advancing technology under the leadership of the police, implementing anonymization of voice data, and establishing procedures for obtaining consent for personal data usage. Through this study, it is expected that the effectiveness of public safety policies based on voice data will be enhanced, thereby laying a crucial foundation for strengthening the capacity to respond to phishing crimes.
