본 연구는 범죄가 매우 작은 지리적 단위에 집중된다는 ‘범죄 집중의 법칙’(Weisburd, 2015)을 국내 환경에 맞춰 재검정하고, 우리나라의 공간적 범죄 분포 및 집중 패턴을 분석하는 것을 목적으로 한다. 이를 위하여 본 연구는 2018년부터 2023년까지 경상남도에서 발생한 5대 범죄(폭력, 절도, 성폭력, 강도, 살인) 데이터를 활용하여 범죄 집중도를 분석하였다. 분석 결과, 상위 5%의 집계구에서 전체 범죄의 상당 부분이 발생하는 패턴이 관찰되었으며, 범죄 집중도는 지역의 총인구수 및 집계구 수가 많을수록 증가하는 경향을 보였다. 또한 범죄 발생 건수가 적을수록 범죄의 집중도가 높아지는 양상을 나타냈다. 그 밖에도 군 단위의 소규모 지역, 성폭력과 같이 발생빈도가 낮은범죄에서 시기적으로 특히 큰 변동을 보였다. 이러한 결과는 범죄 집중을 고려한 경찰 자원 배분및 범죄예방 정책 수립의 근거를 제공하며, 대도시와 같은 큰 지자체에서 범죄 다발지를 중심으로한 범죄예방 정책이 더 효과적일 수 있음을 시사한다.
Abstract
This study seeks to revalidate the “law of crime concentration” (Weisburd, 2015) and examine crime concentration patterns within the South Korean context. Using data on five major crimes ‒ assault, theft, sexual violence, robbery, and homicide ‒ reported in Gyeongsangnam-do from 2018 to 2023, the study analyzes the spatial distribution of crime. The findings reveal that a significant proportion of crimes are concentrated within the top 5% of census enumeration districts, demonstrating a pronounced pattern of crime concentration. Moreover, crime concentration tends to increase with both the total population and the number of enumeration districts in a given region. The analysis further indicates that areas with lower overall crime incidence exhibit higher levels of crime concentration. Additionally, substantial temporal fluctuations in crime concentration are observed in smaller geographic units (e.g., counties rather than city districts) and in low-frequency crimes (e.g., sexual violence). These findings provide valuable insights for the allocation of police resources and the development of crime prevention policies informed by crime concentration patterns. Furthermore, they suggest that crime prevention strategies targeting high-crime areas may be more effective in larger municipalities, such as metropolitan cities.
