A Study on Application of Analytic Hierarchy Process for Decision-Making in Operational Concept Development of Surveillance and Strike System in Guard Force

The Army currently operates the Remote Controlled Weapon Station (RCWS) in forward areas for surveillance purposes and is undertaking a project to enhance its performance. Through this improvement project, efforts are being made not only to upgrade the system's technical capabilities but also to develop efficient operational concepts. Decision-making regarding operational plans is a critical stage in determining the configuration of weapon systems and the required quantities for deployment. This study establishes alternatives from the perspective of operational concepts for RCWS performance enhancement and conducts an alternative analysis to select the most rational option. The Analytic Hierarchy Process (AHP) was applied as a tool for this analysis. Three alternatives were defined from an operational standpoint (two single-type, one composite-type, and two composite-type), and the analysis model was structured into four hierarchical levels. A survey was conducted with 25 experts in relevant fields. The results showed that functionality, expected effectiveness, and user convenience were ranked in order of relative importance, while the priority ranking of the alternatives was two composite-type units, two single-type units, and one composite-type unit. This study is expected to serve as foundational data for policy decisions related to establishing operational concepts for the Army’s RCWS performance enhancement.
