지방 소멸 위기 대응을 위한 중앙-지방 간 협력:인식 차이 분석을 통한 거버넌스 가능성 탐색
Collaborative Governance on Depopulation Mitigation Policy:Perception Gap Between Central and Local Governments

근래 들어 대한민국에서는 인구 감소와 지방 소멸 문제 해결에 대한 사회적 요구가 늘어나고 있다. 지방 소멸 문제 해결을 위해서는 중앙정부의 자원 동원과 지방정부 간 조정을 위한 거버넌스 확립 및 장기적인 협업이 필요하다. 그러나 지방 소멸 대응 정책은 최근에 등장한 이슈로 이에 대한 본격적인 논의가 시작되지 않고 있다. 따라서 본 연구는 지방 소멸 대응 정책에 대한 협력적 거버넌스 논의의 시작이라 할 수 있는 중앙-지방정부 간 인식 차이에 중점을 두고 2023년 1,500명의 중앙정부 및 지방정부 공무원을 대상으로 한 정부 간 관계 인식 조사를 바탕으로 연구를 수행하였다. 지방 소멸 대응 정책 분야에 대하여 기초지자체, 광역지자체, 중앙정부의 3가지 범주를 집단으로 투입하여 일원배치분산분석(ANOVA)를 수행한 결과, 지방 소멸 대응 정책의 효과성과 주도권 분배, 그리고 중앙정부 주도의 지방 소멸 대응 정책 분야에 대해서 중앙정부 공무원과 지방정부 공무원 간 통계적으로 유의미한 인식 차이가 있는 것을 확인할 수 있었다. 본 연구는 이러한 인식 차이의 측정을 통해 지방 소멸 대응 정책에 있어 중앙-지방정부 간 협력적 거버넌스 수립을 위한 기반을 제공하고자 하였다.
Abstract
This study uses survey data of 1,500 public employees of South Korean central government and local governments, asking their perception of relationships and co-workers between governments. The study conducts ANOVA to investigate the perception gap between the central government’s and local government’s public employees on the mitigating depopulation issue in South Korea. The result shows that there was a statistically significant gap between public employees in the central government and local government in terms of perception on policy effectiveness, need for delegation, and initiatives of depopulation policy issues. This study claims that the gaps must be remedied to enhance long-term collaboration and build effective collaborative governance for the depopulation mitigation policies.
