재량, 인지된 조직지원, 변혁적 리더십이변화주도행동에 미치는 영향:공공봉사동기의 조절효과를 중심으로

The purpose of this study is to analyze the factors influencing the taking charge behavior(TCB) of street-level bureaucrats, focusing on organizational contextual factors and modulating effect of public service motivation; TCB in which street-level bureaucrats voluntarily and proactively participate is thought to be important for desirable change and organizational innovation in public organizations. This study empirically analyzed the TCB of street-level bureaucrats who are influenced by public service motivation as well as contextual characteristics (discretion, perceived organizational support, transformational leadership). The findings show, first, the main effect between the discretion of street-level bureaucrats, perceived organizational support, transformational leadership and TCB had a positive(+) effect. Second, there was no moderating effect of public service motivation between perceived organizational support and TCB, whereas the interaction effect of discretion, transformational leadership, and public service motivation have a positive effect. Third, it was confirmed that discretion promotes TCB by public service motivation, but transformational leadership confirmed the negative (-) effect reversed by public service motivation.
