Analysis of Safety Management Measures for Interior Space in Public Buildings Based on Legal System

Contemporary cities strive to create safe and pleasant urban environments by mitigating megacity effects, revitalizing small-scale communities, and promoting ecological values. Public buildings, which serve diverse users, require systematic management and reflect contemporary urban paradigms. This study aims to propose safety management regulations that consider future changes in interior architecture. Currently, over 23% of public buildings have been in use for more than 30 years, yet unclear legal frameworks lead to ambiguous fire and evacuation safety standards. Additionally, regulations on air quality and environmental hazards specific to public building interiors are lacking. The legal framework for interior spaces is fragmented, causing confusion, and a unified system based on space types—such as shared, circulation, and sanitary spaces—is needed. While performance-based design enhances fire safety and evacuation, the absence of specific legislation necessitates tailored installation standards. Lastly, establishing professional standards for occupancy density is essential for improving indoor space safety management in public buildings.
