개발협력에서 ESG 요소의 적용에 대한 연구: 일본 ESC 사례를 중심으로*

본 연구는 지속가능개발목표(SDGs)와 환경·사회·거버넌스(ESG) 원칙의 연계를 통해 개발협력 사업에서 ESG 요소의 적용 가능성을 모색하고, 일본의 사례에 대한 분석을 통해 한국의개발협력 정책 수립에 대한 시사점을 제시하는 데 목적이 있다. 특히 본 연구는 ESG를 구성하는 하위 요소를 제도적으로 구현한 일본국제협력기구(JICA)의 환경 및 사회적 고려 사항에 대한 가이드라인(ESC: Guidelines for Environmental and Social Considerations)을 중심으로, 일본의 개발협력 사업이 ESG의 요소를 어떻게 반영하는가를 분석하였다. ESC는 JICA가 개발협력 사업에서 환경적·사회적 영향을 사전에 평가하고 완화하기 위해 도입한 제도이며 ESG의원칙 중 환경, 사회적 영역과 거버넌스 측면에서 투명성과 이해관계자의 참여를 보장하고 있다. 이에 본 연구에서 ESC를 ESG의 원칙이 적용된 제도화된 모델로 고려하고 이를 중심으로 개발협력에서 ESG 요소의 통합 가능성과 한계를 고찰하였다. 본 연구의 수행을 위해 정책문서와 사례분석을 진행했으며, 이를 통해 ESC 제도의 구조, 특성, 실행 절차 및 성과를 분석하였다. 연구 결과, 일본은 개발협력 사업에 ESG 원칙을 적용할수 있는 제도적 체계로서 ESC를 수립하였다. ESC는 일본 개발협력 사업의 기획과 실행 과정에서 투명성과 책임성을 강화하고 이해관계자의 참여를 촉진하며 지속가능개발에 기여할 수 있는토대로 역할하고 있다. 이는 한국의 ODA정책 개선에 시사점을 제공한다. 이처럼 본 연구는 ESG와 SDGs 간 연계성과 상호작용의 필요성이 대두됨에 따라 개발협력에서 ESG 요소의 적용 가능성을 고찰하고 한국 개발협력 정책에서 ESG의 통합적 접근을 실현하기 위해 일본의 제도적 체계를 분석함으로써 정책적 측면에서 구체적 방향성을 제시한다는의미가 있다.
Abstract
This study aims to explore the applicability of environmental, social, and governance (ESG) principles in development cooperation projects by linking them to the Sustainable Development Goals (SDGs), and to provide policy implications for Korea's development cooperation by analyzing the case of Japan. In particular, the study focuses on the Guidelines for Environmental and Social Considerations (ESC) implemented by the Japan International Cooperation Agency (JICA), which institutionalizes the subcomponents of ESG. It analyzes how Japan's development cooperation projects incorporate ESG elements. The ESC, established by JICA to assess and mitigate environmental and social impacts in advance, includes mechanisms to ensure transparency and stakeholder participation in the environmental, social, and governance dimensions of ESG principles. To achieve the study's objectives, policy documents and case analyses were reviewed to analyze the structure, characteristics, implementation procedures, and outcomes of the ESC system. The findings show that Japan has established the ESC as an institutional framework for applying ESG principles in its development cooperation projects. The ESC contributes to strengthening transparency and accountability, promoting stakeholder engagement, and supporting sustainable development throughout the planning and implementation phases of Japan's development cooperation. These findings provide valuable insights for improving Korea's ODA policy. By addressing the growing need to link and integrate ESG and SDGs, this study explores the feasibility of applying ESG elements in development cooperation. Moreover, by analyzing Japan's institutional framework, it provides concrete policy directions for integrating ESG into Korea's development cooperation strategies.
