합동작전 개념 구현을 위한 국방 M&S 발전제언 : 분석역량 강화를 중심으로

현재의 국방 M&S는 선진 국방역량 강화에 많은 역할을 하고 있지만, 많은 변화 요인들이 국방 M&S의혁신적인 발전을 요구하고 있다. 우리 군은 4차 산업혁명 과학기술 기반의 혁신으로 경쟁우위의 AI 과학기술강군 육성을 위한 국방혁신 4.0 추진하고 있다. 또한 전영역의 노력, 능력 및 활동을 시공간적으로 통합하는새로운 합동작전 개념을 발전시키고 있고, 사이버전 등 비물리 작전의 중요성 증대, 대표적 선진군인 미군의작전 수행개념 지향 방향 등은 국방 M&S의 새로운 역할을 요구하고 있다. 이에 따라, 본 연구는 첨단 과학기술을 기반으로 국방 M&S를 고도화하여 합동작전 개념인 전 영역 '통합작전'을 구현하기 위한 M&S 역량 확보를 목표로 국방 M&S 미래 발전방향을 제언하였다. 이를 위해 먼저현재 국방 M&S의 도전요인과 기회요인을 식별하고, 핵심 요구능력 분석과 이에 대한 세부적인 발전과제를제시하였다. 본 연구는 변화하는 작전환경과 첨단 과학기술 기반의 합동작전 수행개념 구현을 위해 국방M&S가 제역할을 수행하는데 기여할 수 있을 것이다.
Abstract
The current defense M&S has been conducting a significant role in enhancing defense capability. However, various changing factors necessitate the innovative advancement of defense M&S. Our Armed Forces have been promoting Defense Innovation 4.0 to build a competitive, AI-driven advanced military through in- novation based on 4th Industrial Revolution Technologies. In addition, a new concept of joint operations is being developed that integrates efforts, capabilities, and activities in all domain in time and space, increasing the importance of non-kinetic operations, including cyber warfare, and the directional focus of the U.S. military's operational concept as a representative advanced force, that require new role of defense M&S. Accordingly, this study proposed the future development direction of defense M&S with the aim of securing M&S capabilities to implement a joint operation concept, joint all domain integration operations, by advancing defense M&S based on edged science and technology. For these things, we first identified the current challenging and opportunity factors of defense M&S, analyzed key requirements, and presented detailed develop- ment tasks for them. This study would contribute to the role of defense M&S in realizing the changing operational environment and the concept of joint operation concept based on advanced science and technology.
