비중증 과잉 비급여 개선방안 연구: 의원급 비급여 진료비용 공개제도의 효과 분석을 중심으로

The continuous increase in uncovered medical expenses in Korea can lead to various social problems, including an increase in the burden of national medical expenses. In particular, uncovered medical items are treated in excess in combination with indemnity medical insurance, so intensive management is urgent. This study attempted to analyze the effectiveness of the uncovered medical expense transparency policy implemented by the government to alleviate excessive uncovered medical treatment. For empirical analysis, main results were derived using Panel Event Study Analysis. As a result of the study, first, despite the disclosure of medical expenses, uncovered medical expenses at the clinic level have risen since 3 years after the policy was implemented. Second, in the case of uncovered medical items, it was found that the price deviation was more severe than that of the severe items immediately after the policy was implemented. Third, it was confirmed that the number of medical personnel and patients in medical institutions have an effect on the formation of uncovered medical treatment prices. Through this study, it was found that the impact of the uncovered medical expense disclosure system on the reduction of the increase in medical expenses was limited. Therefore, in order to effectively manage the uncovered medical services, various methods such as a preliminary explanation uncovered medical expenses for medical consumers’ right to know, the prohibition of mixed reimbursement treatment, and the standardization of uncovered medical items should be mobilized.
