국경간 지급결제서비스 규제에 대한 비교법적 분석

International discussions on the establishment of standards for cross-border payment service schemes are largely driven by the rapid technological evolution of financial markets, the emergence of digital currencies, the promotion of financial inclusion and the growing need for cross-border regulations. These discussions are mainly aimed at advancing financial technology, strengthening the stability of the global financial system, and preventing international financial crime. Cross-border payment transactions have recently shifted away from traditional correspondent banking to digital payment transactions utilizing IT technologies such as fintech and virtual assets, but the relevant regimes have not yet fully reflected these new technologies. As cross-border digital payment transactions utilizing IT technologies such as fintech and virtual assets are gradually expanding, it is important to closely understand the current status of related companies and markets. Based on this, research is needed to identify areas that need to be improved and to establish a regulatory system that can effectively include cross-border digital payments. As a preliminary study to identify important considerations for improving the system of cross-border payment services in Korea and to seek improvement directions appropriate to the domestic reality, this paper focuses on the changing trends of the global market for digital payment services and the regulatory trends of major countries abroad.
