기후변화로 인한 지역적 도시침수 문제가 증가함에 따라 이를 해결하기 위한 다양한 구조적·비구조적 대책이 제시되고 있다. 본 연구는 한국형 성과 공유기반 문제 해결형 리빙랩을 수립하여 개발 기술 및 서비스의 활용도를 제고하고자 하였다. 이를 위해 선정 지자체를 대상으로 AI 기반 정보화, 예측, 위험도 평가, 예·경보 기술 등 서비스 기술을 도출하고, 현장 실증을 통해 도시침수 등 지역 문제에 대응하는 연구 공간으로 리빙랩을 정의하였다. 리빙랩 실증 대상 지역은 지자체별 침수·재해 계획 수립 여부, 피해 이력, 시스템 구축 현황, 위험·취약성, 지자체 관심도 등을 기준으로 선정하였으며, 지자체의 관심과 의지가 핵심 기준으로 확인되었다. 또한 SWOT 분석 및 이해관계자 맵을 활용하여 관계자 간 상호관계를 분석하고 참여도 제고 및 조정방안을 마련하였다. 아울러 리빙랩 운영의 핵심인 퍼실리테이터 역할과 기능을 정의하고, 도시침수 전문가 Pool 및 산·학·연 협력체계를 통해 연구성과 공유 및 개선 방안을 논의하였다. 최종적으로 연구성과를 플랫폼에 반영하고 지자체 확산을 위한 교육 프로그램 개발을 통해 지속가능한 성과확산 방안을 제시하였다.
Abstract
Localized urban flooding caused by climate change has emerged as a major urban challenge, prompting various structural and non-structural solutions. This study aimed to enhance the applicability of these solutions by establishing a performance-sharing, problem-solving Living Lab. A Proof-of-Concept Living Lab was implemented in selected municipalities to test AI-based services, including digitalization, prediction, risk assessment, and early warning technologies. Site selection considered flood-related plans, damage history, preventive systems, vulnerability, and municipal commitment — with commitment identified as the key factor. SWOT analysis and stakeholder mapping were conducted to strengthen engagement and collaboration. The facilitator’s role was defined, and a consultative body of experts from academia, industry, and research was formed. Research outcomes were shared and refined through continuous communication, with stakeholder feedback incorporated. Ultimately, an educational program was proposed to support the sustainable dissemination and application of research outcomes to municipalities.
