PSM-DID 결합모형을 이용한지역혁신 클러스터 육성정책의 효과성에 관한 연구

정부는 「지방자치분권 및 지역균형발전에 관한 특별법」을 근거로 다양한 국가균형발전 정책을 추진하고 있으며, 대표적인 사업으로 산업통상자원부의 지역혁신클러스터육성사업이 있다. 본 연구는 지역혁신클러스터육성사업(R&D)의 효과성을 실증적으로 분석하기 위해, 수혜기업과 비수혜기업, 클러스터 입주기업과 미입주기업의 성장성과 안정성을 성향점수매칭-이중차분법(PSM-DID) 결합모형을 활용하여 비교하였다. 분석 결과, 동 사업에 참여한 기업은 고용, 매출, 순이익, 자산, 자본 증대에서 유의미한 성과를 나타냈다. 또한 혁신클러스터 입주기업은 미입주기업에 비해 고용, 매출, 순이익, 자본 성장률이 높았다. 다만, 이자비용과 유동부채는 지역혁신클러스터 입주기업에서 더 높게 나타나, 이는 입주기업의 적극적 투자성향에 기인한 것으로 추정되며, 향후 정교한 원인 분석이 필요한 부분이다. 이러한 종합적인 분석 결과는 지역혁신클러스터 육성정책이 매우 높은 효과성을 보였음을 확인하며, 지속적인 정책 추진의 필요성을 시사한다.
Abstract
The Korean government, under the framework of the Framework Act on Local Autonomy and Balanced Regional Development, has been implementing various national balanced development policies, including the Ministry of Trade, Industry, and Energy's Regional Innovation Cluster Development Project. This study empirically evaluates the effectiveness of the Regional Innovation Cluster Development Project (R&D) by comparing the growth and stability of beneficiary and non-beneficiary firms, as well as cluster-resident and non-resident firms, using a combined Propensity Score Matching-Difference-in-Differences (PSM-DID) model. The analysis reveals that participating firms demonstrates statistically significant improvements in employment, revenue, net income, assets, and equity compared to non-participating firms. Furthermore, cluster-resident firms exhibited superior growth rates in employment, revenue, net income, and equity compared to non-resident firms. However, higher interest expenses and short-term liabilities were observed among cluster-resident firms, potentially reflecting their proactive investment tendencies. This warrants further analysis to determine underlying causes. These findings underscore the high effectiveness of the Regional Innovation Cluster Development Policy and advocate for its continued implementation to foster regional innovation and balanced national growth.
