IPA를 활용한 기술거래 수요자 관점의 기술사업화 지원정책 우선순위 분석 – 부산광역시 소재 기술거래 수요기업을 대상으로
Prioritizing Technology Commercialization Support Policies Using IPA Analysis from the Demand-Side Perspective

최근 기술거래 및 사업화 정책은 기술공급자 중심의 접근(tech-push)에서 기술수요자 지향성(market-driven)을 강화하는 방향으로 발전하고 있다. 이는 기술거래의 효율성을 제고하고 경제적 부가가치를 창출하기 위한 필수적인 전환으로 평가된다. 그러나 한국은 세계 2위의 R&D 투자 규모에도 불구하고, R&D 투자 효율성은 여전히 낮은 수준에 머물러 있다. 특히, 대학 및 공공 연구기관의 휴면 특허 비율이 71.4%에 달하여, 이는 기술사업화 과정에서 수요기업의 요구가 정책에 충분히 반영되지 못하고 있음을 시사한다. 이러한 문제인식을 바탕으로, 본 연구는 부산광역시 소재 기술거래 수요기업을 대상으로 IPA(Importance-Performance Analysis) 분석을 수행하여, 기술거래 단계별로 수요기업의 요구를 파악하고 정책 집중노력영역(제2사분면)을 도출하고자 하였다. 분석 결과, 기술가치평가 단계에서의 비용 지원, 기술거래 사후관리 단계에서 거래기술 양산화 기술개발 지원 및 기술사업화 제품의 시장 진입 지원이 집중노력영역으로 도출되었다. 또한, 기술거래 지원정책 참여기업(실제수혜기업)은 기술거래 사후관리 단계, 비참여기업(잠재수혜기업)은 기술가치평가 단계를 주요 집중노력영역으로 인식하여 정책 수요에 차이가 존재함을 확인하였다.
Abstract
Recent technology transfer and commercialization policies have been shifting from a tech-push approach to a market-driven approach. This transition is deemed essential to enhance the efficiency of technology transfer and generate economic value. Despite being the second-largest R&D investor globally, South Korea still exhibits low R&D efficiency, with 71.4% of sleeping patents from universities and public research institutions. This study conducted an IPA targeting technology-demanding firms in Busan, to identify their needs at each stage of the technology transfer process and derive priority policy areas(Quadrant II) from the demand-side perspective. The results showed that immediate improvement is necessary for financial support during the technology valuation stage, support for scaling up technologies and assistance in market entry for commercialized products in the post-transaction management stage. Furthermore, it was found that firms participating in technology transfer support programs recognized the post-transaction management stage as a priority, while non-participating firms emphasized the technology evaluation stage. This highlights differences in policy demand between the two groups.
