본 연구는 4차 산업혁명과 ESG 경영이 중요한 화두로 떠오르고 있는 현대 경영환경 하에서, 중소기업의 혁신 프로젝트 평가 체계를 다차원적으로 재구성하는 것을 목적으로 수행되었다. 기존의 기술경제성 분석(TEA)은 주로 재무적 성과에 초점을 맞추어 진행되어 왔으나, 사회적 가치 창출과 같은 비재무적 성과를 충분히 반영하지 못한다는 본질적인 한계를 내포하고 있었다. 이러한 문제점을 해결하기 위해 본 연구에서는 TEA와 사회적 영향 평가(SIA)를 통합한 새로운 평가 프레임워크를 제안하였다. 특히 초기 단계에 있는 혁신 프로젝트의 성과를 정량적으로 측정하기 위하여 몬테카를로 샘플링 기법을 활용하였으며, Sobol 지수를 적용한 민감도 분석을 통해 평가 결과의 객관성을 확보하고자 하였다. 연구 결과, 시장 주도형 기술 개발 전략의 중요성을 함의하는 기술성숙도(TRL) 0.52 변곡점 비선형적 성과 패턴이 확인되었다. 더불어, 기술성숙도가 사회적 가치 창출에 긍정적인 영향을 미칠 수 있다는 증거인 TRL 0.6 이상에서의 경제성과 사회성의 동반 상승효과가 확인되었다. 이와 같은 결과에 따라, TRL 0.5 미만 프로젝트에 대한 단계별 기술 검증 지원 프로그램 도입 필요성을 정책적 시사점으로 도출하였다. 또한, 정부의 보조금 배분에 기술성숙도 가중치를 고려한 리스크 조정 평가모델의 적용을 제안하고자 한다. 마지막으로, 중소기업의 지속가능성 목표 달성 지원을 위해 SIA Score 0.4 이상 프로젝트에 대한 세제 혜택 부여 방안이 필요함을 제기하고자 한다.
Abstract
This study aims to derive policy implications for responding to the Fourth Industrial Revolution and the proliferation of ESG management by reconstructing the innovation project evaluation system for SMEs from a multi-dimensional perspective. To overcome the limitations of Technology Economic Analysis (TEA), which focuses solely on financial indicators and inadequately reflects social impact, we propose a new evaluation framework that integrates TEA with Social Impact Assessment (SIA). Furthermore, we present a methodology incorporating Monte Carlo sampling and Sobol indices for sensitivity analysis to quantitatively evaluate early-stage innovation project performance. The findings reveal a nonlinear performance pattern with an inflection point at Technology Readiness Level (TRL) 0.52, implying the significance of market-driven technology development strategies. Additionally, we identified a synergistic increase in both economic and social values at TRL levels above 0.6, indicating that technological maturity can positively influence social value creation. Based on these results, we propose policy implications including the introduction of phase-specific technology verification support programs for projects below TRL 0.5. We also suggest implementing a risk-adjusted evaluation model incorporating TRL weightings for government subsidy allocation. Lastly, we recommend establishing tax incentive measures for projects with SIA scores above 0.4 to support SMEs in achieving their sustainability goals.
