이상동기범죄의 실태와 정책적 고찰

Abstract Due to the unpredictability and seriousness of crimes committed by anomalous motives, systematic research and effective countermeasures are urgently needed. Recent crimes committed by anomalous motives have shocked society with their violence and brutality, and are increasing citizens’ anxiety. These crimes often stem from environmental deprivation and psychological instability, and the combination of social isolation, alienation, and economic difficulties influences the perpetrators’ aggressiveness to extreme forms. In particular, the characteristic of crimes occurring without warning in public places is deepening safety issues throughout society. The main factors of such crimes include personal environmental deprivation, psychological instability, social isolation, and the spread of extreme ideology through the Internet. In particular, cases such as the Daejeon Elementary School teacher case were very shocking in that such crimes can occur even in places considered safe, and are increasing citizens’ concerns about their daily safety. This study aims not only to identify the causes of crimes committed by anomalous motives, but also to suggest necessary support measures for the socially vulnerable and isolated individuals based on this, and to establish effective measures for crime prevention. This study can contribute to deriving policies that enable preemptive intervention by deeply understanding the motivations of crime and clarifying the correlations between environmental and psychological factors. Furthermore, by comprehensively analyzing the structural and individual factors of crime occurrence, it aims to strengthen the social safety net, relieve citizens' anxiety, and suggest a preventive approach that reduces the possibility of crime. In particular, it recognizes the reality that it is difficult to effectively prevent crimes with abnormal motivations with only the existing crime prevention and response system, and emphasizes the need for more systematic research and policy approaches. Accordingly, this study clearly defines the concept and characteristics of crimes with abnormal motivations and analyzes the causes of crimes from various perspectives focusing on psychological, social, and environmental factors. In addition, it aims to diagnose the limitations of the current system by comparing and reviewing domestic and foreign policies and response cases and to derive more effective policy response measures.
