A careful and systematic response from the government is necessary to ensure that AI develops in a way that improves human life. Beyond the co-evolution of technology and laws/institutions, legal and institutional innovations must respond to technological innovation with creativity. In this context, there is a need for legal reviews and practical responses concerning AI ethics and social responsibility, AI safety and accountability, economic changes due to AI technology development, legal support for AI research and development, clarification of accountability in international cooperation and regulation on AI, protection of personal information, ensuring fairness and transparency, protection of intellectual property rights, and establishing ethical and normative standards.
