산학협력 전담조직의 기술이전 효과 분석에 대한 연구 - 정보기술과 나노·소재기술분야 기술이전 실증데이터를 중심으로

As advanced technology becomes a strategic national asset, technology transfer connecting university research outcomes to industry is gaining increased importance. Universities actively establish policies to generate high-value intellectual property (IP) and to enhance technology transfer. This study empirically analyzes university IP utilization and technology transfer policy effectiveness in information technology (IT) and nanotechnology. Focusing on Yonsei University's Industry-Academic Cooperation Foundation, this study compares performance outcomes before and after establishing a technology licensing office (TLO). Results show significant increases in early-stage commercialization, technology licensing revenue, and transfer of national R&D outcomes following TLO establishment. The findings indicate that systematic operation of dedicated organizational units significantly improves technology transfer effectiveness. Our research provides empirical evidence for strategic university IP commercialization decisions, and emphasizes the crucial role of dedicated TLOs. It also highlights the necessity for strategic policy support, advocating technology transfer that transcends mere transactional achievements to contribute substantially to national industrial competitiveness and economic strength.
