기술집약적 업종이 지방정부 재정건전성에 미치는 요인：fsQCA방법을 이용한 결합요인을 중심으로

초록
[연구목적] 기술집약적 업종은 지역 경제를 활성화하는 효과적인 방안으로 주목받고 있다. 기술집약적 업종은 높은 부가가치를 창출하며, 지역 내 일자리 창출과 정주 여건 개선에 긍정적인 영향을 미치기 때문이다. 이에 본 연구는 기술집약적 업종이 지방정부의 재정건전성에 미치는 요인을 분석하여 재정 안정화 방안을 모색하고자 한다. [연구방법] 본 연구에서는 퍼지셋 질적 비교분석(fsQCA) 방법을 활용하여 기술집약적 업종의 지역 특성이 지방정부의 재정 자립도와 재정건전성에 미치는 결합 요인을 분석하였다. [연구결과] 분석 결과, 지방정부의 재정 자립도를 높이는 주요 충분조건으로 인구 천 명당 종사자 수가 낮더라도 첨단기술업종 입지계수가 높은 조합이 도출되었다. 더불어 첨단기술업종 입지계수, 인구 천 명당 종사자 수, 국토․지역개발 세출 비중이 높은 조합이 통합재정수지비율, 관리채무비율, 통합유동부채비율 등 지방 재정건전성 지표를 개선하는 주요 충분조건으로 나타났다. [정책적 시사점] 이러한 분석 결과는 지방정부의 재정건전성을 제고할 수 있는 방안 중 하나로 지역 내 첨단기업 유치와 지역별 맞춤형 예산 편성 및 지원 정책의 필요성을 시사하며, 지역 특성에 부합하는 재정 정책의 중요성을 강조한다.
Abstract
[Purpose] This study aims to explore the factors through which technology－intensive industries influence the fiscal soundness of local governments and to identify strategies for fiscal stabilization. [Methodology] Employing the fuzzy－set Qualitative Comparative Analysis(fsQCA) method, the research analyzes the configurational factors related to the characteristics of technology－intensive industries that affect fiscal independence and fiscal soundness of local governments. [Findings] The results show that a high location quotient of high－tech industries, even with a lower number of employees per 1,000 residents, is a sufficient condition for fiscal independence. Additionally, a combination of high－tech industry presence, employment density, and higher spending on land and regional development improves key fiscal indicators. [Policy Implications] These findings highlight the importance of attracting high－tech firms and adopting region－specific fiscal strategies to strengthen local fiscal health.
