-Purpose:In order to reduce the use of inappropriate emergency rooms, the law on emergency medical care should be revised. -Methods:In order to reduce inappropriate emergency room use, it is necessary to regulate the characteristics of medical organization based on the medical utilization model, so the medical utilization model was used. -Results:As a result of the study, Article 13 of the Act on Emergency Medical Care 5 (Central Emergency Medical Commission) was uporganized, methods and procedures for identifying multiple use patients and multiple use patients in the emergency room, Article 2 (definition) of the Act on Emergency Medical Care for Multi-use Patient Telephone Triage, the Framework Act on Health and Medical Care for Changing the Route of Use to Primary Care Physicians, Article 58 of the National Health Insurance Act to enforce the right of initiative, the National Health Insurance Act to refund the savings to the patient, the Passenger Motor Transport Business Act for the subsidy of taxi fares, the Emergency Act for the destruction of emergency activity logs and the storage of dispatch and treatment records for 10 years, The Medical Act and the Medical Technician Act should be amended respectively. -Conclusion:The Emergency Medical Care Act should be amended to reduce the use of emergency rooms.
