This study identifies key issues in the current policy of integrating early childhood education and care (ECEC) in Korea and proposes policy solutions to address them. First, it emphasizes the need to establish a solid legal foundation for the realization of ECEC integration. This includes enacting a unified ECEC Integration Act and revising existing laws to ensure legal consistency. It also calls for the unification of teacher qualification standards and the development of retraining programs to minimize conflicts between education and care professionals. In addition, the study highlights the importance of integrating facility standards to create safe and pleasant environments for education and care, which requires a streamlined financial support system. To promote public discourse on ECEC integration, it is essential to gather input from various stakeholders, including teachers, parents, and experts, and to establish a mediation body that can resolve potential conflicts during policy implementation. Furthermore, the study recommends expanding public financial support to gradually implement free ECEC services, thereby alleviating the economic burden on families. By proposing these policy measures, the study aims to support the successful institutionalization of ECEC integration, contributing to the qualitative improvement of the ECEC system and the promotion of social equity. ECEC integration should not be a mere administrative merger but should evolve into a comprehensive national support system centered on child development. Continuous feedback and ongoing policy research are required to achieve this goal.
