체육인공제회 도입을 위한 법․제도적 연구 - 「체육인복지법」 및 「체육인공제회법(안)」을 중심으로-

This study examines the establishment and operation of the Athletes' Mutual Aid Society, which aims to promote the livelihood security of athletes through insurance and deductions in accordance with the Athletes' Welfare Act. The Athletes' Welfare Act was enacted to establish welfare policies and an institutional foundation for athletes, thereby promoting their livelihood security and sports activities. The "Athletes' Mutual Aid Association" is the Athletes' Welfare Program's most important project, which aims to promote athletes' livelihoods and welfare through deductible benefits and pensions in accordance with the concept of mutual aid. However, the current regulations on insurance and deductions under Article 9 of the Athletes' Welfare Act focus on protecting athletes participating in competitions. Therefore, mutual aid and deduction projects to promote athletes' financial stability are not being properly promoted. Based on qualitative research, this study analyzed prior studies on the establishment and operation of mutual aid societies under other laws and derived improvement measures by analyzing similar legislative cases related to non-mutual aid. The results of the study are as follows: First, establish a basis for a mutual aid deduction project to stabilize athletes' lives by revising the Athletes' Welfare Act. Second, expand the scope of the Athletes' Deduction Project. Third, establish an Athletes' Deduction Association by enacting the Athletes' Deduction Association Act and revising the Athletes' Welfare Act.
