외국인 근로자 유입이 주택 임대차 시장에 미치는 영향

본 연구에서는 고용허가제를 통해 유입되는 외국인 근로자가 주택 임대차 시장에미치는 효과를 실증적으로 분석한다. 분석을 위해 외국인 체류자격에 관한 세부정보를포함하고 있는 법무부의 「출입국자 및 체류외국인 통계」(2013-2019년) 자료와 한국부동산원의 주택 실거래가 자료를 활용하였다. 관측되지 않는 지역 특성으로 인한내생성 문제를 해결하기 위해 신규 외국인 유입을 기반으로 한 변이할당(shift-share) 도구변수를 분석에 도입하였다. 2단계 최소자승법(2SLS)을 활용한 분석 결과, 고용허가제(E-9, H-2 사증)를 통한 외국인 근로자 유입은 전국적으로 월세가격을 유의하게 상승시키는 것으로 나타났으며, 특히 비광역시 지역에서 그 효과가 더 두드러졌다. 주택 유형별 분석에서는 아파트와 연립다세대 모두에서 유의한 상승 효과가관찰되었으며, 아파트의 상승 폭이 더 큰 것으로 확인되었다. 유학생(D-2 사증)을활용한 강건성 검증에서는 유의한 효과가 관찰되지 않아, 임대료 상승이 외국인근로자의 경제활동 기반 수요에 의한 것으로 해석할 수 있다.
Abstract
This study empirically investigated the impact of foreign labor inflows under Korea’s Employment Permit System on the housing rental market. We used data from the Ministry of Justice’s Immigrants and Foreign Residents Statistics (2013-2019), which include detailed information on foreign residents’ visa types, combined with housing transaction data from the Korea Real Estate Board. To address endogeneity issues arising from unobserved regional characteristics, we constructed a shift-share instrumental variable based on newly arriving foreign workers. The results based on a two-stage least squares (2SLS) estimation approach indicate that the inflow of foreign workers under the Employment Permit System (E-9 and H-2 visas) significantly increases monthly rental prices nationwide. This effect is particularly pronounced in non-metropolitan areas. Disaggregated analysis by housing type revealed a statistically significant rent increase for both apartments and multiplex housing, with a stronger effect observed for apartments. A robustness check using student visa holders (D-2 visa) showed no significant impact, indicating that the observed rent increases are driven by the economic demand associated with foreign workers’ labor occupation.
