국제개발 의제의 남북 격차: 글로벌 사회책임 파트너십 소속 INGO 트윗의 토픽 모델링 분석

본 연구는 국제 개발 비정부 기구의 소셜 미디어 활동 및 옹호 전략의 북반구와 남반구 소속 기구 사이의 간극에 대해 살펴본다. 이를 위해 세계은행과 협력 중인 글로벌 사회책임 파트너십(Global Partnership for Social Accountability)에 소속된 국제 비정부 기구 122개 단체가 작성한 영문 트윗 66만 개를 수집하여 다량의 단문(short text) 주제 분석에 용이한 Biterm Topic Model을 적용하고 주요 토픽과 그 추이를 확인하였다. 분석 결과, 수집된 INGO 트윗에서는 주로 활동 홍보 및 거버넌스, 보건 이슈에 대한 집중도가 높은 것으로 나타났으며, 북반구/남반구로 이들 단체를 구분했을 때, 북반구 INGO는 ‘정보’, ‘거버넌스’, ‘성평등’, ‘난민’ 등의 글로벌 및 지정학적 이슈에 집중한 반면, 남반구 INGO는 ‘보건’, ‘경제’, ‘지역사회’, ‘ICT’ 등 지역적 실천 과제에 초점을 맞추는 경향을 보였다. 양측 간 주요 키워드 비교에서는 난민, 경제, 거버넌스 등에서 접근 방식의 뚜렷한 차이가 나타났으며, 통계적으로 유의미한 차이를 확인하였다. 본 연구는 국제 개발 영역에서 드물게 분석된 텍스트 데이터셋에 대한 실증적 통찰과 함께 국제 개발 전략 수립에 있어 INGOs의 특성에 따른 의제 설정 차이를 고려해야 함을 시사한다.
Abstract
This study examines the gap between Global North and Global South international non-governmental organizations (INGOs) in their social media engagement and advocacy within the field of international development. For this, it analyzes 660,000 English-language tweets from 122 INGOs’ acccounts affiliated with the Global Partnership for Social Accountability (GPSA), a program coordinated with the World Bank. To identify major themes, the study employs the Biterm Topic Model (BTM) for short-texts analysis. The findings reveal that INGOs based in the Global North tend to emphasize governance, gender equality, and refugee issues, reflecting engagement with global and geopolitical concerns. In contrast, INGOs from the Global South more frequently address economic development, and local communities, indicating a focus on practical and region-specific challenges. This study offers empirical insights into global INGO discourse and highlights the gap between the Global North and South.
