사회적경제기업의 지속가능성 프레임워크에 관한 탐색적 연구: 전주시 사례 기반의 혼합 연구방법의 적용

본 연구는 전북특별자치도 전주시의 사회적경제기업을 대상으로, 이들의 지속가능성을 높이기 위한ESG(환경･사회･지배구조) 기반 프레임워크를 탐색하고자 수행되었다. 사회적경제기업이 직면한 구조적, 운영적, 정책적 장벽을 심층적으로 분석하고, 지속가능한 지역 기반 전략을 도출하기 위해 양적 연구와 질적 연구를 병행한 혼합연구 방법을 활용하였다. 양적 분석은 2024년 7월 9일부터 8월8일까지 진행된 설문조사를 통해 총 92개 기업의 데이터를 수집하였고, 질적 분석은 문화예술, 제조, 사회서비스 분야의 대표기업 9명을 대상으로 한 초점집단인터뷰(FGI)를 통해 이루어졌다. 분석결과, ESG 경영이 사회적경제기업의 지속가능성에 유의미한 정(+)의 영향을 미치는 것으로 나타났으며, 특히 교육･컨설팅 및 정책적 지원 수요가 높을수록 지속가능성 수준이 향상됨을 확인하였다. 또한 질적 분석을 통해 구조적(경제･운영상), 사회적･환경적, 정책적･제도적 차원에서 지속가능성확보를 위한 구체적 과제와 전략이 도출되었다. 전주시의 사회적경제 지원 정책은 중앙정부의 축소된 정책기조 속에서도 지역 차원의 생태계 유지를 위한 노력을 보이고 있으며, 네트워크 강화와 지역화 전략이 기업 회복력에 긍정적 영향을 미치고 있는 것으로 분석되었다. 본 연구는 지역 기반 사회적경제기업의 지속가능성 강화를 위한 실천적 프레임워크를 제안함으로써, 정책 입안자 및 실무자에게 유용한 시사점을 제공한다.

The qualitative findings further identified key sustainability dimensions across structural (economic and operational), social and environmental, and institutional (policy and governance) levels, Despite a national decline in social economy funding, Jeonju’s policy initiatives have demonstrated a commitment to supporting SEEs through localized ecosystem develop ment and strategic collaboration. By presenting an actionable ESG-based sustatinability framework, this study provides meaningful implications for practitioners and policy makers seeking to strengthen the resilience and long-term viability of SEEs.
