지역 창업생태계 개선 과제 도출을 위한 미래워크숍과 SOAR 기법 통합 모형 개발

The regional entrepreneurial ecosystem operates as a complex system driven by the interactions between various stakeholders, including entrepreneurs, investors, and support organizations, alongside other resources. This study proposes a new strategic planning process integrating the Future Workshop methodology with the SOAR framework to enhance communication and collaboration within such ecosystems. This integrated model combines the creative and collaborative dialogue approach of Future Workshops with the systematic and positive orientation of the SOAR framework. It is designed to identify strengths and opportunities within the ecosystem, establish a positive future vision, and derive actionable strategic tasks. The model was applied in workshops involving ecosystem practitioners from four regions (Pohang, Osong, Daegu, and Ulsan), and the participants engaged deeply in discussions that transcended individual perspectives and positions. As a result, they were able to identify specific strengths, opportunities, future visions, and strategic tasks for the development of their respective regional entrepreneurial ecosystems. The workshops, underpinned by this integrated model, facilitated democratic and creative discussions that fostered new perspectives and allowed outcomes to reflect regional contexts and specificities. From an academic perspective, this study demonstrates the utility of a strengths-based approach in formulating strategies for regional entrepreneurial ecosystems while highlighting the effectiveness of participatory methodologies. The findings suggest that collaborative discussion frameworks, such as workshops facilitated by competent mediators, can serve as practical tools and innovative communication models for strengthening regional entrepreneurial ecosystems.
