본 연구는 문서감정 분야에서 국제 표준 변화가 실무적 프로세스와 법적 증거능력에 미치는 영향을 체계적으로 고찰하였다. 특히 SWGDOC(Scientific Working Group for Forensic Document Examination) 표준에서 ANSI/ASB(American National Standards Institute/Academy Standards Board) 표준으로의 전환 과정에서 발생한 패러다임 변화와 그 실증적 효과를 심층적으로 분석하였다. 연구 방법론으로는 광범위한 문헌고찰을 통해 두 표준 체계의 구조적･내용적 특성을 비교 분석하고, 다양한 문서감정 사례와 관련 판례를 질적･양적으로 검토하여 표준 전환의 실무적 함의를 평가하였다. 분석결과, ANSI/ASB 표준의 도입은 평가 기준의 객관화와 분석 절차의 엄밀화를 통해 문서감정 결과의 신뢰도와 법정 수용성을 현저히 향상시켰으며, 평가자 간 일관성 확보에 유의미한 기여를 한 것으로 확인되었다. 그러나 표준 적용 초기의 실무적 적응 과정에서의 어려움과 교육･훈련 관련 자원 제약 등의 한계점도 동시에 식별되었다. 이러한 연구 결과를 토대로, 본 연구는 문서감정의 표준화 프로세스를 지속적으로 고도화하기 위한 체계적 교육 프로그램 구축, 첨단 디지털 기술의 통합적 활용, 국제적 협력 체계 강화 등의 구체적 개선 방향을 통해 경찰학적 함의를 제시한다.
Abstract
This study systematically examines the impact of international standard changes in handwriting analysis on practical processes and legal admissibility of evidence. In particular, it provides an in-depth analysis of the paradigm shift and empirical effects that occurred during the transition from SWGDOC (Scientific Working Group for Forensic Document Examination) standards to ANSI/ASB (American National Standards Institute/Academy Standards Board) standards. The research methodology included extensive literature review to compare the structural and content characteristics of the two standard systems, as well as qualitative and quantitative examination of various handwriting analysis cases and related precedents to evaluate the practical implications of the standard transition. Analysis results confirmed that the introduction of ANSI/ASB standards significantly improved the reliability and legal acceptance of handwriting analysis results through the objectification of evaluation criteria and the rigorous analysis procedures, making a significant contribution to ensuring consistency between evaluators. However, limitations were also identified, including difficulties in the initial practical adaptation process of the standards and constraints in education and training-related resources. Based on these research findings, this study presents police science implications through specific improvement directions to continuously enhance t he standardization process of handwriting analysis, such as establishing systematic education programs, integrated use of advanced digital technologies, and strengthening international cooperation systems.
