경사노위의 실험, 합의인가 협의인가 : 탄력근로 논의를 중심으로

ESLC, which ambitiously started out as a Korean-style social dialogue organization that would represent the interests of the unorganized disadvantaged groups(irregular, women, youth) and serve as a faithful concertation body, suffered a major blow due to the conflict over flexible working-hour systme. During the deliberation process on the flexible working hours system, the above class representative members exercised their veto rights for the first time in the history of social dialogue in Korea since the launch of KTC, rejecting the subcommittee agreement. This raised a fundamental question about the consistency of the discussion structure of the social dialogue organization. This paper explained this as a contradictory clash between ‘consensus’ as labor-management centrality and ‘concertation’ that ESLC was trying to pursue. If labor-management centrality acted as a centripetal force as Schmitter’s interest intermediation system, then the rapid changes in the economic and social environment acted as a centrifugal force along with rising prominence of the unorganized disadvantaged groups. This paper expects to provide practical implications for establishing a coherent discussion structure for a Korean social dialogue organization in the future by illustrating the specific progress of the internal operating principles that have not been well addressed in the analysis of Korean social dialogue so far.
