발명교육 정책․제도의 개선 방향: 2022년 개정 발명교육법을 중심으로

초록
이 연구의 목적은 발명교육법 제정의 의미와 향후 발명교육의 제도적 개선 방향을 알아보는데 있다. 이를 위해, 발명교육법 제정의 연혁과 해외 사례를 탐색하고, 2022년 발명교육법 개정을 조문별로 상세히 살펴본 후, 정책․제도의 개선 방향을 살펴본다. 세계 각국은 미래 인재양성을 위해 발명과 지식재산에 대한 교육을 확대하고 있다. 우리나라도 이러한 추세에 맞추어 1980년대부터 발명교육을 시작하여 지속 확대 중에 있다. 그 과정에서 2017년 발명교육법을 별도의 법률로 제정하고, 2022년에는 실효성 담보를 위한 대규모 개정이 있었다. 2022년 발명교육법 개정에서는 발명교육의 의미를 교육현실에 맞게 재정의하고, 국가와 지자체의 책무를 규정하며, 광역발명교육센터의 설립 근거를 마련한 것에 가장 큰 의미가 있다. 또한 발명교육기관에 교원을 배치하며, 발명교원의 양성, 평생교육과의 연계성 강화 등의 내용도 새롭게 포함하여, 발명교육의 제도적 기반을 완성한 것으로 평가될 수 있다. 다만, 제도적 기반의 완성이후에도 발명교육의 주요 성과에 큰 변화가 없다는 점에서 제도 개선과 함께 정책적 수단의 개선도 요구된다. 미래역량을 키우는 실용적, 경험 중심의 우수한 교육방법이라는 발명교육의 속성을 이용하여, i) 발명교육과 관련된 국가 차원의 법제도 보완, ii)정부와 지자체간 정책⸱예산⸱사업의 연계 강화, iii)발명교육에 전문성이 있는 교원의 양성 및 iv) 교육현장에 적용 가능한 프로젝트 중심의 교육과정 개발⸱운영 등이 실행될 수 있어야 한다.
Abstract
2022 Invention Education Act Revision is most significant in that it redefines the meaning of invention education to fit the educational reality, stipulates the responsibilities of the state and local governments, and provides a basis for the establishment of regional invention education centers. In addition, it can be evaluated that the institutional foundation of invention education has been completed by newly including the contents such as assigning teachers to invention education institutions, training of invention teachers, and strengthening of linkage with lifelong education. However, since there has been no significant change in the main achievements of invention education even after the completion of the institutional foundation, improvement of policy means is required along with institutional improvement. By utilizing the characteristics of invention education as an excellent educational method centered on practical and experience that fosters future capabilities, it is necessary to implement the following:: i) supplementing the national-level legal system related to invention education, ii) strengthening the linkage of policies, budgets, and projects between the government and local governments, iii) training teachers with expertise in invention education, and iv) developing and operating a project-centered curriculum applicable to educational sites.
