대학 사업화 전담조직의 기능과 주요 결정요인에 대한 연구

대학 TLO(사업화 전담조직)를 대상으로 한 사업화 효율성 연구에 비해 TLO가 어떠한 형태로 어떻게 사업화 기능을 수행하는지에 대한 연구는 충분치 않다. 따라서 대학 기술사업화 거버넌스 다양화와 함께 TLO 역할에 대한 고민이 증가하고 있으나 전략적 TLO 조직설계에 대한 근거를 제시하기 어려운 상황이다. 이 연구는 연구성과 관리활용 실태조사 데이터, 국가연구개발사업 성과분석데이터를 활용해 공식화된 TLO의 범위를 설정하고 TLO가 존재하는 경우 고유기능과 그 결정요인을 실증적으로 분석하였다. 처치효과 분석, 고정효과 회귀분석을 수행하였으며 그 분석결과는 다음과 같다. 첫째, 대학 기관 내에 공식적인 TLO가 존재할 경우 ‘기술마케팅’ 기능이 ‘사업화를 수행하는 일반조직’ 대비 유의미하게 높게 나타났다. 이러한 특성은 선택편의를 고려하더라도 유지된다. 둘째, 공식 TLO의 기능에 영향을 미치는 요인은 ‘사업화 예산’으로 나타났다. 전반적으로 공식TLO의 기능은 공식 TLO 존재여부 보다 대학특성에 의해 좌우되므로 향후 대학의 목표와 TLO기능 간 연계가 강화되어야 할 것으로 보인다.
Abstract
This paper examines the functions of TLO, broadening the discussion beyond the focus on TLO resources. While interest in the roles of TLOs within various commercialization-supporting organizations has grown, evidence regarding their strategic utilization remains scarce. To address this gap, we conducted an empirical analysis using data from “the R&D Performance Management and Diffusion survey” and “National R&D outcome data”. The analysis employed treatment effects models, fixed effects model to investigate the functions of formalized TLOs. Our findings reveal the following: First, "Technical marketing," emerged as statistically significant functions of formalized TLOs, distinguishing them from general management departments that handle commercialization tasks. These difference remains consistent, even after accounting for potential selection bias. Second, the determinant influencing TLO function includes "budget allocation for commercialization". The overall function of formal TLOs is influenced more by university characteristics than by the mere existence of formal TLOs. Therefore, the alignment between the goals of the university and the functions of TLOs should be strengthened.
