지방자치단체의 사회보장에 관한 책임과 역할분담에 관한 소고

The Framework Act on Social Security says that the state and local governments are responsible for public assistance and social services, but the Act does not specifically stipulate responsibilities and roles between the state and local governments. Based on the Constitution and local autonomy-related laws, even though the state is responsible for the national minimum of public assistance and social services, local governments shall take responsibility for public assistance and social services. The current laws make it difficult for local governments to implement autonomous public assistance and social services by requiring local governments to pay part of the cost even though state-led public assistance and social services are implemented, and the state controls local governments' social security systems through the social security establishment and change consultation system. To overcome these problems, through guaranteeing the autonomy of local governments in legislation and finance, the local government can provide its own public assistance and social services. And metropolitan governments and the state shall cooperate subsidiarily to secure high level of connectivity between different local government’s policies.
